Change Control???

I read this post by Jag and was just wondering what an emergency change control is? From the context I judge that there is a re-routing of sorts but, in the spirit of learning, what does it mean (and I'm not asking how it impacts my site, I feel I can trust JagPC - really just want to know a little more about routing, etc, and what has happened in this situation and what technically is done to remedy it).

Its just a term we use here, ie scheduled maintenance would be a change control. I didnt mean for the terminology to confuse anyone, and i an see how it would. I will try to be more clear in the future.
