Most important is make the content good enough that people will want to share your site with others and link to it.
Make the content change enough that people will have a reason to come back.
Submit it to the search engines. ONCE, or else you'll flag your submission as "jerk who submitted multiple times to try to manipulate us into adding him in". If it hasn't appeared in a couple months, you can submit it again.
If it's non-profit, go to www.zeal.com and add it. Zeal has kind of a confusing interface, and a lot of hoops to jump through to get your site in and accepted (it's specifically designed to filter out all the idiots), but you can do it if you're patient, and it's worth it. Search engines take special note of the sites in zeal's directory.
Make sure you've got apprpriate description and keyword meta tags in all of your documents you want indexed.
Finally, wait. The crawlers only seem to get pull-started once every full moon or so, despite what they claim.
Our traffic runs about 50/50 for paid advertising vs search engine
traffic. Currently our adds are costing about $700.00 per month. Most
of that cost is for 4 keywords.
We are in a very completive market. Depending on your web site, you could
draw a lot of traffic for $25.00 or so a month. If you are just starting
out this is a good way to get some traffic.

Connie, what do you mean by a lot of traffic? Like how many visitors/day? I know it would vary with different sites, but do you have a rough estimate of how much it should increase?

I guess that depends on your definition of a lot of traffic, My
previous statement is somewhat misleading, although it is true in
theory. I made the comment in reference to someone who is receiving
little or no traffic. Depending on the market you are in, you can
probably find key words for $.01 per click or visitor on some of the
pay per click search engines.
A $25.00 investment could result in 2500 visitors. That is not going
to happen from one search engine in a months period of time. For anyone
starting out some traffic is better than none. Pay per click search
engines are the way to go. Depending on the market you are in you can
get some good target traffic to you web site for a very reasonable cost.
Here is an example from last month from 1 pay per click search engine.
This is from findwhat.com.
1 key word at $0.35 produced 123 visitors total cost $43.05 was it
worth it. I think so. The particular key word is going for over
$1.00 per click on Overture and Google. Would I pay $1.00 per vistor?
Not at this time.
32 key words at a cost of $11.53 produced another 191 visitors. Many of
those key words cost $0.01 per visitor.
We are running over 6,000 unique visitors per month. That is not a significant
number of visitors unless you compare it to the days we had no visitors.
Our ratio is about 50/50 for paid for click search engine traffic, and
top ranking pages.
Your target market is probably different from ours. I have seen some market
areas where you could not get in for under $1.00 per click.
I hope this clarifies my previous statement about a lot of traffic for
