Yep WMW has blocked a lot of IPs for a couple of years. Then they required you to log into even read in the forum at one point. Recently I thought that had been modified some, because a few people who had been blocked by IP previously have been able to read in the forum.
If all else fails I would suggest what Ron suggest. Register and log in.

There are two links on the nag page that say "register" as opposed to "subscribe".
Top left corner in tiny print "register" and right under the username text box: "need to register?"
Registration is free. I do think the registration page is a little confusing, or used to be. In fact Matt Cutts even made a post in his blog about how to sign up because he links a lot to WMW.
