I assume we're talking about 5 or 15 minute averages here (not the 1 minute indicator)? Otherwise a spike of 10 is generally not that big a deal, especially not given that these new ones (it's a new account so on a new server) are 4 core machines (2x2). If you see it on a 15 minute average and continuing to climb, as you indicate, then it's a good idea to drop in a ticket.
Note that it's not an exact science; that one number load indicator is just a very rough summary. There are a couple of other, older threads on this board with pretty detailed info. Consensus seems to be that anything below the number of cores is almost automatically ok and that anything more than three times that is quite unwanted on any counter beyond the 1 minute spike. Where between those two one should start to consider it 'bad' depends on the situation and who you ask. If you want to know more, you could try a search.
