    Yes in wondows command prompt there is a command called 'ping'. It will tell you response times of a website

    EG

    D:\Users\Rob>ping www.jaguarpc.com

    Pinging jaguarpc.com [69.73.138.32] with 32 bytes of data:

    Reply from 69.73.138.32: bytes=32 time=110ms TTL=42
    Reply from 69.73.138.32: bytes=32 time=113ms TTL=42
    Reply from 69.73.138.32: bytes=32 time=107ms TTL=42
    Reply from 69.73.138.32: bytes=32 time=109ms TTL=49

    Ping statistics for 69.73.138.32:
    Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
    Approximate round trip times in milli-seconds:
    Minimum = 107ms, Maximum = 113ms, Average = 109ms
