Can someone tell me how awstats works? Is the raw data saved on our accounts or on JPC space?

Awstats info is stored on your account - if you login to ftp or view via file manager its in the /tmp/awstats folder

My next question - if the data is stored locally and i presume its updated every time someone comes to the site? If so, is there a program out there that i can use on my desktop to view the (downloaded) data? Because I find awstats in the cpanel, which is updated every 24 hours is too slow for me. My site gets ripped ALOT, I lose over 5 GB of data everyday from ppl copying my site. So i need to block their IP as soon as i see them going over a certain limit.
OR does JPC have a way where i can limit all users to a certain bandwidth?
