If you don't have the money there are other free boards that are almost as good. Run a few searches right here on aletia boards for old threads on that topic

No, but you can get XMB for free... you can even download it if you do a search on their site for it.
That is to say... they offer it free of charge, but it takes some digging to find. Try their forums. Yes, it is legal.. it's just that they've removed reference to it with the new release pending.

It is very similar to the board here except has a few more features (they may exist on vbulletin and are turned off I don't know for sure).
A friend of mine tried all the boards mentioned and after testing them all found yabb had the easiest setup with the most features and he has had no stability or resource problems with it.

I happen to know where to get a free (older) version of the vBulletin board....but, if you set it up and it gets enough attention....you will be contacted by vBulletin's admins stating that you are using a "pirated" copy and unregistered with them. I deleted mine before that went any further.
I like phpBB, and have started using it now instead....h3h.

Lol, I really wouldn't suggest it. O_o Going around asking for a (semi-)large company for them to pirate software for you isn't really a good idea.
