    Found this entry in htaccess - what does it mean?

    <Files 403.shtml>
    order allow,deny
    allow from all
    </Files>
    I know 403 is forbidden, this makes it sound like it's OK to go ahead and process the request. Is this supposed to be there?

    Sounds like a setting for a custom error page "403.shtml" to me. Did you make one?

    Yes, I have custom error pages for all http errors. Why this entry for only this one page? I sure don't recall ever adding this code, is this something CP does?

    FYI for Apache Directive

    Yes, CPanel adds this if you run the "IP Deny Manager" script via the form POST. It (the directive for production of an SSI enabled HTML file for a 403 server response) gets tagged on to the end of the root .htaccess file so that its implementation applies site-wide. You must have inadvertently added run the script because, as far as I know, it requires proactive implementation on your part to edit this into your .htaccess file.

    Don't like it or still prefer to set your own error files? Just edit out the "<Files 403.shtml>" block and you'll be back to normal.

    I tried to access a directory on my site, and I got the correct 403 error page back, so I guess all is well. I sure don't remember doing this, but from time to time I have a moment of clarity...

    All it is saying is allow anyone to access your 403 page, which is what would happen if that block wasn't there to begin with. So you could remove it or keep it there and it wouldn't change anything on your site.

    Perhaps you did something when you were aclimating yourself to CP that you forgot about. I played around with a lot of features when I fist got here and every once in a while I come across some leftover fragements in areas of my site that aren't normally used.
