I get this message on my cPANEL and I can't seem to do anything by FTP. Is the problem due to me or is there something wrong with the server?
It sounds like a server issue. If you haven't already done so, contact support since they probably don't know there's a problem. A likely cause is that a log file has gotten too big or that something crashed and caused a core dump.

Since then root partition is used for log files?
Don't mind me, I am just rumbling...
Though I haven't seen a message like that for a long time, I recall the explanation of it once before being that a log file had gotten too large. I wouldn't expect logs to be kept on the root partition, either, but CPanel has done other things I wouldn't expect in the past, so who knows...
