I can use the web-based email access at home but not in my office or some other place. I thought that it should be the firewall block the 2086 port. Is there anyway I can avoid the port. Just like use yahoo/ hotmail?

You can try https://<whatever>:2096/ (note the secure https) but if they're blocking 2086, what are the chances that 2096 will be open?
Perhaps you can forward the email somewhere, or set up a secure http tunnel. I believe that the topic of http tunneling using PuTTY has been covered in these fora before, you can probably find it by searching.

Using putty, I think. Winscp doens't tunnel. Note that such is only useable by the jag-account holder, as it requires shell access and there is but one shell access per account.

You could also install a webmail client in your own account. Then you would be able to access it over port 80. Several users here have done this here and many would be willing to help you out if you get stuck. Right now, SquirrelMail seems to be the most popular choice, but there are several packages around that you could use.
