Havingnever used VPS, I can't really comment, but to the best of my knowlledge, you can set up the VPS however you want, as if you had a dedicated box. That said, you should be able to install VNC if you want to.

That is not to say it would be recommended on VPS, especially not on the smaller ones. A VNC server is a pretty processing and memory intense program to run. While you are using it, you server might well be doing its actual job, serving web pages and such, at little more than a crawl.
Note that a graphical desktop is not needed to install software on such a machine, nor is it the most used or most flexible way. Generally SSH access to a (bash) shell is used.
