Will there be any issues with using phplist to mail out to 6000+ subscribers on a semi-dedicated account? I'm wary of overwhelming anything.
I think they will not have a problem with this if the subscribers are legally subscribed to the mailing list, and that you inform JPC about what you are going to do. (they can tell you how to setup such a large list without getting caught because you overloaded the server).
So best thing, is inform support and ask their guidance.

I believe that phpList (its been a while since I last looked at it) allows you to sent a threshold on how many messages are sent in a specific time period. JPC has hard limits on how many emails can be sent per hour (something like 1000/hr for shared, IIRC, semi-dedicated may be higher), so you'll want to space out your batch your sending process so that you don't hit the server with all 6k messages at one time. Other than that, as long as you aren't sending spam, you should be fine.
