From the information you've presented, it is hard to respond. JPC has very powerful servers and they do a good job of load ballancing them so that every site can have the resoources it needs when it needs them.
What are your running and what kind of traffic does your site receive? Knowing this can help us in evaluating your situation.
To my knowledge (I don't work for JPC), there is no hard limit on how much of the CPU's total resources your site can consume on the Longhorn. If your site uses too many resources, though, JPC may ask you to move to a different plan, such as a Semidedicated plan on a different server or to a dedicated server of your own.
If you proved a little more info then we can make a better reccommendation.

2-can we restore backup file from cpanel x to JPC cpanel?
1) Eh.. why would that matter to you? It's just a theme; a look.
If you need a neutral theme for reselling purposes, you're probably better of with a reseller package..
2) Yes, that should be fine. If you're talking about the moving in: JagPC will help you with that if you like (no extra charge).
