Images optimized for the web do not print well. Web images are usually saved at 72-96 dpi as anything higher will increase file size with no detectable difference on screen. Standard print formatting generally uses images at 300 dpi or better.
There are other factors to consider as well, such as RGB color (for screen) vs. CMYK (for print), but resolution is usually the biggest player in printed images looking bad.

Depending on the picture the results may surprise you. Qimage is one of the best photo printing apps around and does a surprisingly good job at upscaling BION!
No software on earth has better customer support - the developer is a crazed man! ha ha Updates come out often. The 2007 version which came out in July 2006 has had 51 updates so far!
Give it a shot.
