I will need to shut down the MySQL server and edit the configuration of the my.cnf or my.ini file.
On semi-dedicated you won't be able to shut down MySQL. Semi-dedicated is a shared hosting server; there is only one instance of MySQL running that is shared by everyone on that server. If you were to shut down MySQL (and you won't have permissions to do it anyway) you would be shutting it down for everyone.

And the same goes for the binary log the replication process is based on: one for the whole server. Therefore they can't possibly give you access to it => replication requires a VPS or dedicated server.
