How to create database accounts ?

Hi,

I want to create database accounts , then database user will use account to access, but he still can use phpmyadmin of my hosting with this accounts.
I created accounts but when access to PHPMyAdmin of hosting , PHPMyAdmin still requires hosting accounts, not database account.
So how to create database account that can use phpmyadmin to access.

The version of phpMyAdmin installed in cPanel can only be accessed through a cPanel account. You can, however, install your own copy of phpMyAdmin in your account spce and your users will be able to access it using their MySQL accounts.

I uploaded PHPMyAdmin into hosting, so i must add each user/pass/database into config file, so is there a tool to do it easily ?
