I can manage the database that are currently on the server how ever when i click manage users i get access denied o_O are we ...

    using navicat to manage mysql and users?

    I can manage the database that are currently on the server how ever when i click manage users i get access denied o_O

    are we not allow to do this?

    Correct. You'll have to use the cPanel for that.

    CPanel gives you access to "your" users only. Navicat tries to manage all database users on the server, which you can understand we're not allowed to.

    add to the above, you can not create databases either with navicat..

    These are Root User Functions, cpanel is the root user and is the only user allowed access to those functions
