Assuming you have Administrator access to the control panel you can do it with phpmyadmin. After creating the new account in Plesk:
On the left under system click "server", in the main frame click Database Servers.
This will give you list of databases installed on machine, under hostname you should have a listing for MySql "Local MySQL server (default for MySQL)". Click the little icon all the way to the right for DB Admin which will open up phpmyadmin with admin privileges.
If you want to grant Global permissions to a user select the privileges link.
If you just want to alter privileges for a single database select the database on the left from the drop down menu. Click the tab on the top for privileges. Next to the users name all the way to the right select the icon for "edit privileges".

I believe by default when you create a new user all privileges are granted except "grant" which allows them to grant privileges themselves.
Note untested as I've never had reason to do it and I don't know if there is any "gotchas" with Plesk but I see no reason why there should be.
