How to check my VPS is 100 or 4 Mbits/s ?

First of all, welcome in the forums.

First of all, i would ask support if they can check if its correct, but somehow i get the feeling you want to be able to check it yourself.

Maybe you can try to download a larger file from your new VPS from another server and see what speeds you will get ? (just be sure that the other host does have more as a 4Mbit ).

Can we install MRTG in our Freedom Plan VPS ?
It's easy to uninstall ? I will remove it in case it eat too much resource.

Sales are on vacation at weekend. I am waiting him to setup full speed.

You can install anything you want on your VPS. The VPS controller software isolates each node and ensures that each has access to the resources that it is entitled. If you're software takes too many resources, it may slow down your VPS node, but it won't effect other users. That's the beauty of VPS.
