Install new Locale

Hi

I'm trying to install through Plesk a new Locale
I actually only have "en-US" (English), and to add another one it asks me a RPM file.

I can't find all over the internet an rpm with the locale I want (es_AR, or anyone in spanish) for Fedora Core 4, wich is my OS

Any ideas where to search?
