    25 megabytes of ram usage.

    I had close to nothing running, don't have any form of control panel, didn't have apache or server running (was preparing to install a new configuration). I use and live by Debian. I used 'top' to check my resources while the VPS was in this state. 25 megabytes of ram usage, the absolute MINIMUM of Debian is said to be 32. Isn't that crazy? How is this even possible? Is it the non-native kernel configuration? I highly doubt I would be able to EVER work this efficiently with a windows machine.

    Virtuozzo VPS works with a kernel shared between all VPSses. Not all of what a "real" Linux box needs to run is attributed to your VPS in this setup, hence the lower minimum memory use.

    I just had a readout of 5mb from top, what's up with this?

    I'd presume it's real, but I doubt anyone around here ever wondered about such. If you really want to know in detail about Virtuozzo memory management, I suggest you have a look over at their site and at the related OpenVZ project.
