VPS plan allow multiple logins?

I have several Linux accounts I am thinking of putting together into a JaguarPC VPS plan. However one of my accounts is a Jaguar PC reseller plan. I don't resell plans but I do have other developers work on my site who I do not want to have access to the whole system. Thus by using WHM? in Cpanel allows me to do this. Can this still be done on a VPS account or will I loose this capability.

If you order a vps with cpanel, you can have both reseller accounts and shared accounts setup inside your whm on the vps. Yes, whm is available (with root access) on a vps too.
