What is the meta data repository? What is the exact difference between meta data and local? Could anybody help me out on this?

Where are you seeing this? Meta data is simply data that describes a piece of content. For example, in a photo gallery, the content is, obviously, the photographs you upload. The metadata is the titles, desciptions, keywords, groups, and other information that is stored alongside the photos so that the system can located and display the images correctly.
