Has your site ever performed as fast as others?
Do you rely heavily on mysql or any database? - If so have your databases changed recently? Have you indexed your tables & created good primary/foreign key relationships and/or optimized/repaired your tables?
Does your site rely on heavy parsing of large files?
Do you use website caching for php/dynamic files?

When you say my site and other sites - there could be a lot of factors that separate "speed" vs. other sites.

    Could you be more specific?
    Thanks
    Mike

Ask to have your ticket escalated to level 2 support, but pleas egive them the info they will need to find your problem.

Get a copy of WinMTR and set it to 5 seconds in between requests and run it for about 100 seconds.

See where the slowdown is, if it is inside JPC, or your sever, or on the network path .

Give them the results of typing "uptime" on the server.

That's a good start. Good luck.

PS I was having a similar problem for a few days where everything was slow, but the machine was fine. After providing them with the evidence a couple of times they tracked down a client who was slamming the internal network. So it wasn't even necessarily someone on my own machine. Finding slowdowns can be difficult, give them the data they need.
    Good luck

Do you use website caching for php/dynamic files?

i have no idea. was told the tech support is located in india.

    thanks cubs.

have checked your vps and the node on which your vps is hosted. I can see that there is high load currently on this node and looking at the load history of this node I can see there are some load spikes on this node causing problems from time to time. This node is currently marked for monitoring to resolve this issue , but it may take some time and for quicker resolution I can get the techs to move your vps to a lightly loaded and more stable node to provide you better service. Please advise. In the mean while also getting this node checked for current load issue.

    Um...

And, this is "bad" technical support

    How?

Because Nothing Ever Gets Fixed And Support Says It Will All The Time And It Continues To Happen Over And Over. Thats All I Have Done This Last Year Was Keep Upgrading. Maybe This Time If They Move Me To A Different Node It Will Work

You were never told that the transfer will take few minutes , techs were saying this about the possible downtime in the transfer. 20 Gb data can not be transfered in few minutes of course.
Update was not given earlier as the transfer was progressing and it takes many hours for transferring a vps of this size from one node to an other.
