Sounds like apache host header values are not configured properly. What control panel are you using?

I'm using directadmin.
Here is the screen shot of what I have on the admin panel.
Then I created a reseller account that has this.
and I'm using namecheap for my domain which look like this.
What I'm doing wrong?
The issue is not with DNS, the dns is pointing to your IP perfectly fine as you get that page. The problem is that your web server is finding the host header for that domain and doens't know which web site to point to.
Jason did a wonderful job explaining this a while back but I'm not finding the post right. I am not familiar with direct admin so your best bet is to contact support unless someone else here can help.

Couple of problems with your DirectAdmin setup there, which may be causing this.
1) You got your domain resolving to 69.73.184.53 in the DNS page, but the account is actually on your shared IP 69.73.184.39 (just change the IP in the DNS setup page)
2) You have your nameservers listed twice in DirectAdmin - You only need the 2 NS entries OR the 2 fully qualified entries, not both.
3) Once you got the domain resolving to the correct IP address, check in the home directory for an index.html page. DirectAdmin puts one there by default and it takes priority over any *.php pages you add. Simply rename it temporarily to index.html-OFF to turn it off and see if that improves things.

How do I make it so it is Not 69.73.184.39?
I brought the additional 5 ips and I would like to use them.
The two ips 69.73.184.53 and 69.73.184.54 are the additional ips I have but how do I go about pointing my domain to 69.73.184.53 and 69.73.184.54 without errors ?
DirectAdmin has three levels of administrator - Admin, Reseller and User.
So, to give a domain a dedicated IP, you need to work down the "food chain" assigning IPs at the different levels.
Sign in as Admin and go to IP management. Check that all the IPs you've bought are listed there. If not, add them in in the top section "Add IP" (Leave the netmask as it is, DirectAdmin will work that side out fine).
Then you can assign 1 or more IPs to your reseller account(s) for them to use.
Then sign in as the reseller and go to IP management. There, as reseller, you can assign a specific IP to a domain under that reseller account.
Finally, pop back in as Admin and check again in the DNS setup that the IP for that domain has been changed to what you allocated it. (Don't be tempted to just edit it there - That won't fix it). If it hasn't, you missed a step. If it has, you're all done
(PS: Once you have it right, you'll still need to allow a little time for propagation)

I set everything up just like you said and I check the domain this mourning http://www.finedineout.com/ and everything is working. Thanks EuroNut!
One last thing, I have my Domain Registration at cheapname.com and right now under:
-Advanced Options
-Username Registration
This is what I have:
ns1.finedineout.com 69.73.184.53
ns2.finedineout.com 69.73.184.53

But it looks like you've messed with your nameserver IPs at the registrar - You had them right before .....
It's wrong - You've got both nameservers pointing at the same IP address at the registrar.
It should read:
ns1.finedineout.com 69.73.184.53
ns2.finedineout.com 69.73.184.54 <<<===== THIS ONE
Which is what you also had set (correctly) in DirectAdmin.
Then you should be good to go![]()

Last night when I was making the changes. I went in the Admin panel then in DNS Administration and deleted the old domain. Then I created a new one which look like this:
Should it be this?
ns1.finedineout.com 69.73.184.53
ns2.finedineout.com 69.73.184.53
Hmmmm, when you first posted, you had two nameservers in there, but duplicate entries for both of them. Now those entries are missing.
What you need in DirectAdmin is:
ns1 A 69.73.184.53
ns2 A 69.73.184.54
And at your registrar:
ns1.finedineout.com 69.73.184.53
ns2.finedineout.com 69.73.184.54
It also looks now like you've assigned the domain the same IP as your first nameserver. Whilst that will work, I thought you were trying to give it a dedicated IP address?

I had to delete all of the old entries since I wasn't sure what I was doingand created a new one which is this.
This is my first VPS so I was just trying things out and it didnt work out that well.
Now I have added this:
ns1 A 69.73.184.53
ns2 A 69.73.184.54
yes I would like to have the dedicated IP address for my site (www.finedineout.com).
How come when i type in 69.73.184.53 on the browser the site does not show?
OK, you're getting thereTo give the domain a dedicated IP (not shared) you need to do the Admin >> Reseller >> User foodchain thing again: As Admin, assign one of your spare IPs to the reseller account. Then as Reseller, assign that IP to the domain. Again, this change will take time to propagate.
Because 69.73.184.53 is a shared IP, so DirectAdmin doesn't know what to show you except a message to tell you that you're looking at a shared IP and need to give more information. You can do that with a DirectAdmin setup by using the URL 69.73.184.53/~username where username is whatever you log in as for the domain finedineout.com.
That's also a good way to test things after you allocate the domain a dedicated IP, because typing that IP into your browser should show you the domain, or at least the placeholder page that DirectAdmin generates for it.

I dont know what to do, I still can't see my site when typing in 69.73.184.53 or 69.73.184.53/finedineou <--username on the browser.
Here is what I did.
1. Login as admin> IP Management>
selected ips 69.73.184.53 and 69.73.184.54 to a reseller (seller3).
Look like this:
Then I log into the reseller account (seller3) click on the User Level>Domain Setup> added findineout.com
Then went back to the Reseller Level and click on Ip Management which look like this:
