Normally, he will only be able to access his files.
I do work for JaguarPC. If you do need help please provide your ticket number (this isn't sensitive information).

It all depends on the server OS and how you create the account, but what Nick said is usually the case.
In a *nix environment user accounts can only access files that they own or, that belong to a common group, or that are world accessible. In most standard hosting setups the account is a member of its own group so the first two points are pretty much the same. In other words, the user can only access his own files or those that you allow him to access.
In Windows the rights are a little more gray because Windows has a much more flexible access control policy, but again, if you are using some sort of web management tool to create the accounts then that tool is probably going to lock things down pretty tight.
Of course there are exceptions to every rule, but in the hosting industry this is generally how it works.

Also note that there are different shells available. JagPC uses one called "jailshell" on the shared servers. This is an extra secured shell specifically meant for use on shared servers where you want to keep clients from being able to affect (or even notice) eachother.
If your server is setup with WHM/cPanel this is probably available to you as well (or even default). Otherwise, you might want to look into this.
