In extremely simple terms, a VPS server runs software that allows it to split into several smaller servers. That way clients that need the flexibility of a dedicated server but that don't need all of the resources of a full box can buy a "piece" of the server at a much lower cost, but still get all of the benefits that they would have if they had a full dedicated machine.
In other words, a VPS gives you full root access to the server without the need to buy a dedicated server.
