How to create Apache 404 redirect

I just want to know how to edit the apache configuration so 404 errors are redirected back to my homepage.

Do I do this in WHM, or in the cPanel for my website?

You need to define custom Error Pages from cPanel > Advanced > Error Pages. It can be directly setup inside .htaccess too.
