Little Help with cPanel/WHM

I am looking for a way to setup the default cPanel settings, currently spamassassin is set up to not be enabled by default, and some other random settings I want to be set by default.

I am not sure if you do this in WHM or if there is some conf files that control all this, but please be specific, I don't like to get into things unless I know I completely understand what I am doing.

You can enable/disable SpamAssassin and can also change other settings from WHM >> Server Configuration >> Tweak Settings.

That easy? I saw that option, checked it but it still doesnt enable it on new account cpanels, I still have to enable it on it.
