Reboot and never came up

I was installing a SSL cert and all of a sudden my page couldn't be displayed. I couldn't go to any sites but I was able to ping the server as well as ssh so I did a reboot -f and it's been over 10 minutes and it didn't come up.

I submitted a ticket but just curious why would that have happened? It's not a firewall blocking me. My phone can't access it either.

Your VPS was in mounted state and has been restarted, also your ticket has been replied, please follow up with that.
