Accessing SSH through private key for any user

Hi, maybe someone could explain me how to do this, if possible,

I have Auth SSH disabled in my vps, and access as root only through a 4096-bit private file ke y+ key with putty/winscp. I'd like to give this kind of access to another user, but locking him to his user dir as if jailed shell, but not sure how to make/add a key for such.

My key is in the folder /home/<username>/.shh in the file authorized_keys. IIRC this is the public key of the pair. Your user ought to generate a pair himself and hand the public key to you for placement there. (If he's a Windows user, a key generator comes with PuTTY.)
