i have a VPS 1GB RAM, memory use is high, server load is low.

That shows you are using 59% of memory only. So its not high.

The way Linux OS works, it reserves the memory in cache so that if it is required again by the same process it is already available. And if another process requires it then the OS takes it from the cache and provides it to that other process.

So taking the numbers you posted, subtract cached (6705572) from total (16409144) to see the actual usage. It comes down to 59%.
