Do you have a Plesk server. Please open a support ticket so that we can check and correct this for you.
Yes, i had the Plesk server. But the vps is from our customer, i was asked to configure some softwares for them. So i only got the login info about the server.
It's failed to get the ticket when entering the product key number. And i can't get touch with the customer right now. I only got login info for the server. Can this help?
In order to set safe_mode 'off' for a domain in Plesk, you need to login to the server and set the value in /var/www/vhosts/domain.TLD/conf/httpd.include file and then restart the Apache.

Now i have another question to trouble you. How can I create ftp user accounts for uploading files remotely? I tried to go to every links in the panel but failed to find any info about creating ftp account.
Every account under Plesk has a main FTP account and you can check its username and reset password through Plesk control panel. In case you want to create sub (multiple) FTP accounts then they can also be created through Plesk. If you do not know how to do it please check Plesk tutorials (In case you are using Plesk 9.x or later).
Creating multiple FTP accounts through Plesk is not possible prior to Plesk 9.x. You can check below link:
