Problem with my windows !

when i want to start .exe file or work with control panel item in my windows XP then it gives me this error :

windows can not access the specified device , path , or file . You may not have the appropriate premissions to access the item

what should i do ?

Are you logging in as Administrator or as another user? It looks as though the account you are logging into doesn't have high enough permissions. Try adding it to the Power Users group (which is essentially one step below Administrators) and see if that works.

And it seems you have to find administrator user to make this modifications, I think you can't do it from the user account you are using.

Right, you will need admin rights to change settings of any user account.
